Head of the EU Delegation and EU Special Representative in B&amp;H Johann Sattler will attend the official opening of the Lipa reception center near Bihać tomorrow.

The European Union has set aside 1.7m euros to set up this multi-purpose reception center, to provide adequate accommodation and living conditions for about 1,500 migrants, including families with children, unaccompanied children and singles.
The remaining funds were provided by other donors, including the German Federal Agency for Technical Assistance (Tehnisches Hilfswerk), the Austrian Ministry of the Interior, the Austrian Development Agency (ADA), the Swiss Government, the Holy See, the Italian Ministry of Foreign Affairs and International Cooperation and the Council of Europe Development Bank.
The center will be managed by the B&amp;H Foreigners' Affairs Service with the support of the International Organization for Migration and other partners.
This is an important step in establishing an appropriate migration management system in the country for which the EU will continue to provide support.
In addition to Ambassador Sattler, the opening of the center will be attended by the B&amp;H Minister of Security Selmo Cikotić, the Una-Sana Canton Prime Minister Mustafa Ružnić, Bihać Mayor Šuhret Fazlic and German Ambassador to B&amp;H Margret Uebber, Italian Ambassador to B&amp;H Marco di Ruzza, Head of the International Organization for Migration (IOM) in B&amp;H Laura Lungarotti, Director of Hilfswerk Austria Stefan Fritz, and other guests, announced the EU Delegation to B&amp;H.

Azerbaijan’s President Ilham Aliyev held discussions Tuesday with European Council President Charles Michel on the latest tensions on the Azerbaijani-Armenian border.

Michel expressed his concern over recent events on the border in the telephone call, according to a statement from the Azerbaijani presidency. 
Aliyev said Armenia repeatedly resorted to military provocations in the direction of Shusha, Lachin and Kalbajar with the latest large-scale attack Tuesday, the statement said.
Noting that there were injuries on the Azerbaijani side, he said the necessary response was given to Armenia’s provocation.
Aliyev said all responsibility for the current tensions rested with the Yerevan administration.
During the conversation, the pair exchanged views on the prospects of relations between Azerbaijan and the European Union.
Earlier, the Azerbaijani Defense Ministry said the Armenian armed forces once again opened fire on Azerbaijani army positions on the border.
Azerbaijani army positions in the Yellija and Barmagbina settlements of the Kalbajar region, the Galakend, Daryurd, Novoivanovka and Garaveliler settlements of the Gadabay region and the Aghbulag, Aghdam, Garalar, Gosha, Kokhanebi, Hajally, Alibeyli and Asrik Jirdakhan settlements of the Tovuz region as well as the Kohnegishlag settlement of the Aghstafa region were subjected to intensive fire, it said in a statement.
It noted that two Azerbaijani soldiers were wounded in the attacks.
Relations between the former Soviet republics of Armenia and Azerbaijan have been tense since 1991, when the Armenian military occupied Nagorno-Karabakh, also known as Upper Karabakh, a territory internationally recognized as part of Azerbaijan, and seven adjacent regions.
New clashes erupted on Sept. 27, 2020, with the Armenian army attacking civilians and Azerbaijani forces and violating humanitarian cease-fire agreements.
The fighting ended with a Russia-brokered agreement on Nov. 10, 2020.
During the 44-day conflict, Azerbaijan liberated several cities and 300 settlements and villages that were occupied by Armenia for almost 30 years.

The European Commission presented on Wednesday a new package to meet the bloc’s climate protection goals, including its latest commitment at the UN Climate Change Summit in Glasgow to prevent global deforestation.

- If we expect more ambitious climate and environmental policies from partners, we should stop exporting pollution and supporting deforestation ourselves - EU Commissioner for Environment Virginijus Sinkevicius told reporters, calling the new drafts on deforestation and waste shipment “the most ambitious legislative attempts to tackle these issues worldwide ever.”
The EU executive body proposed an act that requires companies to prove that products of soy, beef, palm oil, wood, cocoa, and coffee are “deforestation-free” and are made legally under the rules of the country of origin if they want to import to the EU.
The idea of deforestation-free import was revealed by European Commission President Ursula von der Leyen at the COP26 summit where she stressed that “EU consumers were not willing anymore to buy products that are responsible for the deforestation."
In a separate amendment to the already existing EU rules on waste shipments, the European Commission proposed strict control over waste export to non-EU countries.
The new regulation would ban waste shipment to non-OECD countries if the receivers are not able to manage them sustainably, and it would also demand regular audit in OECD countries to check if the bloc’s waste is managed in a way that does not harm the environment.
Also, the EU would step up stronger against illegal waste trafficking that creates around €9.5 billion ($10.7 million) turnover each year.
As the third part of the new climate protection package, the European Commission announced a strategy on renewing and restoring the soil in the EU by 2050.

The European Medicines Agency (EMA) started the authorization procedure for US biotechnological company Novavax’s COVID-19 vaccine, the EU regulator announced on Wednesday.

- EMA has started evaluating an application for conditional marketing authorization for Novavax’s COVID-19 vaccine, Nuvaxovid - the EU agency wrote in a press statement.
Based on scientific data, the EMA will evaluate if the benefits of the jab outweigh its risks in protecting against COVID-19.

The EU regulator promised to deliver its assessment within weeks since it has already started to review the available information on the request of Novavax.
Nuvaxovid is a traditional vaccine that prepares the body’s immune system to defend against COVID-19 by using a tiny protein particle of the virus produced in a laboratory.
After vaccination, people start to produce antibodies and immune cells that can kill the virus.
Through its deal with Novavax, the EU secured in total 200 million vaccines to be delivered between 2021 and 2023.

Sanctions have never been a solution and I am sure there will be nothing on the table while we agree, HDZ B&amp;H President Dragan Čović said today, commenting on announced US and European Union sanctions to B&amp;H politicians.
 
- The talks that are taking place and that have been going on have been intense, and in the next fifteen days there will be dozens of them from different parts of the world. However, it was made clear that we must agree, primarily in the FB&amp;H, that is, to bring relations closer and restore trust between Croats and Bosniaks. This is the key task of the HDZ B&amp;H and what I represent in the HDZ through HNS, as well as of my colleagues from SDA and other Bosniak parties in B&amp;H - Čović told reporters, saying that he is sure there would be no sanctions while the agreements last.
He is convinced that the amendments to the B&amp;H Election Law will be completed in the Parliament soon, i.e. by the end of this year, in order to ensure the legitimate representation of the constituent peoples when it comes to the Presidency of B&amp;H and the House of Peoples of FB&amp;H.
- I think that this would solve all the blockades and what we have as a political problem - said Čović.

He is convinced that the amendments to the B&H Election Law will be completed in the Parliament soon

In Bosnia and Herzegovina, a total of 3,913 samples were tested in the past 24 hours, of which 1,052 were positive for Covid-19.

A total of 40 people died, 23 of them in the Federation of B&amp;H, with four deaths reported retroactively, and 13 in the entity of Republic of Srpska. So far, 12,026 people have died in Bosnia and Herzegovina as a result of coronavirus infection.
In the past 24 hours, a total of 2,913 samples were reported to the Public Health Institute of the Federation of B&amp;H, of which 737 were positive for SARS-CoV-2. New cases have been registered in all the cantons in the Federation of B&amp;H.A total of 878 laboratory samples were tested at the Institute of Public Health of the RS, and coronavirus (SARS-CoV-2) was confirmed in 286 people. 13 deaths were reported.
In the Brčko District of B&amp;H, 29 new cases of coronavirus infection were registered, and a total of 122 samples were tested.

The Ambassador of the United States of America to Bosnia and Herzegovina, Eric Nelson, reiterated today in Sarajevo that political blockades and the non-functioning of the state institutions discourage investors and hinder the country's progress.

- Instead of dragging B&amp;H back to the period from the 1990s, all leaders in B&amp;H have an obligation to work on the country's moving forward and working on it with dedication - Nelson added.
He referred to the visits of US officials Derek Chollet, who is an advisor to the Secretary of State, and Deputy Assistant Secretary of State Gabriel Escobar, who met with many B&amp;H officials, noting that Chollet brought a letter from Secretary of State Antony Blinken outlining goals important for B&amp;H.
- His clear message was that BiH must move forward and implement reforms, and leaders must participate in the work of the government and reach an agreement that will allow the country to move forward - Nelson said.
Anything that hinders the country’s progress is something that needs to be removed, Nelson added, and it’s important to focus on important issues and address them within existing institutions whether it’s issues of economic progress, the coronavirus pandemic or a political crisis.

This investigator has been involved in the liquidation investigation from the very beginning. However, by the decision of the SC Prosecutor's Office, which we published last night, the SC Ministry of the Interior was removed from further investigation, and it is now entrusted to SIPA.
- Although SIPA has been taking action in the case since the crime of murdering members of the SC MUP, the order of the SC Prosecutor's Office of November 12 ordered SIPA to continue further investigative activities in order to identify accomplices and collect evidence - said a spokeswoman for the SC Prosecutor's Office Azra Bavčić.

<h2>An arrest warrant has been issued</h2>

The decision, signed by prosecutors Aida Topalović and Šejla Heljić, comes 10 days after the SC Ministry of the Interior submitted an amendment to the report on the persons suspected of committing the liquidation, as well as their helpers.
It is about the first suspect Aleksandar Macan from Pale and at least five other people. An international arrest warrant was issued for Macan yesterday, although the report was sent to the SC Prosecutor's Office on November 5.

The trial of Federal Prime Minister Fadil Novalić and others accused for the disputed procurement of 100 Chinese ventilators worth 10,530,000 KM continued today in the Court of B&amp;H with the continuation of the testimony of Sanita Alagić, Assistant Director of FCPA and Head of the Sector for Financial Operations, Public Procurement and Warehousing.

During cross-examination, the witness said that they received many offers electronically for the purchase of ventilators and other medical equipment, but that they were not able to check every offer. According to her, an order was issued at the time to reduce contacts due to the epidemiological situation, and they already had sick colleagues.
Alagić emphasized that the Agency for Medicines and Medical Devices of B&amp;H did not find any irregularities in the public procurement procedure, nor did it issue any violations to them.
Prosecutor Mirza Hukeljić presented the witness with a statement she gave during the investigation phase, in which she stated that the offer for ventilators was made by Fikret Hodžić himself. Alagić changed her statement today and said that this was not true and that the offer had reached the porter's lodge.

During today's cross-examination, at one point Alagić requested a short break, and after the break, the members of the Trial Chamber also asked her a series of questions. One of them was whether the competent institutions were informed about the amendments to the contract on the purchase of ventilators, to which the witness answered negative.
The next hearing is scheduled for November 19.

The indictment also charges them with money laundering, falsification or destruction of business or trade books or documents, falsification of official documents and violation of the obligation to keep trade or business books and compile financial reports and their falsification or destruction.
Milićević is accused of negligent work in the service.

EU defense ministers met in Brussels on Tuesday to discuss the future of the bloc’s security and defense policy, cooperation with the US and other counties, as well as concerns over Russia’s military buildup near Ukraine.

EU defense ministers are expected to approve a negotiation mandate for the union's officials over the US participation in the projects of the European Defence Agency, EU foreign policy chief Josep Borrell told reporters before the meeting.
- This will open the door to start a dialogue on security and defense” with the US, he said, pointed out that “this was a request from the US. -Borrell also explained that the ministers would approve a package of military projects under the framework of Permanent Structured Cooperation (PESCO), which will raise the total number of PESCO projects to 60.
According to Borrell, the 2017 agreement of 25 EU states to deepen defense cooperation via PESCO projects “will start delivering results in a couple of years as a new start of European defense.”
He said they will “talk about how to be more effective in Common Security and Defense Policy missions, especially in the Sahel and in partnership with third countries.”
The ministers will continue the discussion on the draft defense strategy called “Strategic Compass” presented by Borrell on Monday at a joint meeting of EU foreign and defense ministers.
The document is meant to serve as an operational guide for the bloc to develop security and defense capacities, as well as to make decision-making on the matter more effective.
NATO Secretary-General Jens Stoltenberg will also join the EU defense ministers for a working lunch.
The large Russian military buildup in and around Ukraine that Stoltenberg called on Monday an “unusual concentration of forces” is not on the official agenda of ministers, but Borrell said they would certainly discuss it.
